This article considers the history of conflict resolution between different classes Taurida population late eighteenth and first quarter nineteenth centuries. The contentions arose because land redistribution after annexation Crimea by Russian Empire. Another purpose this is to consider Commission as a specific institution state power, which was created solve most difficult problems public administration. In study, author proposes new approach assessing activities commissions that operated in Crimea. concludes there unique situation Taurida, where traditional levers checks balances existing regions Empire did not work. Consequently, local protected their interests at all costs. It led collapse regional administrative system. were engaged solving problem 1802–1810 1816–1819.
